Overview

The Polaris Concordat is small, but relatively powerful nation with a long history of technical and military prowess. The Concordat’s close proximity with the Wolverine Cluster, a tumultuous, bandit-ridden area of space, has led to an equally long history of pirate predation and open warfare with the various bandit-nations that populate the region. Thanks to this, the size of the Concordat’s Naval forces is highly disproportionate to the size of its total population. In contrast to its closest neighbor, the Taurean Confederacy, the Concordat Navy is still entirely composed of volunteers, who are rigorously trained. As a result, the Concordat is a strong regional naval power, a fact that was not lost on the rest of League during the First Antarean War.

Political Structure

In the world of politics, the Polaris Concordat is a relative oddity. The Concordat does not a have a proper capital city, but rather operates on a rotational schedule. Essentially the capital changes worlds every four years, when national elections are held, to ensure equal representation of all six worlds. The constant uprooting of the political center of Concordat has not stopped Talisorn from becoming the Concordat’s central world, both politically and socially.

The highest political position in the Concordat is the office of the Grand-Coordinator who is responsible for all matters of governing for the 6 worlds of the Concordat as well leadership of its military. Below the Grand Coordinator are the six planetary coordinators, or governors, who see to the matters of their individual worlds. Traditionally, any serving Planetary Coordinator is barred from running for the office of Grand Coordinator for a standard decade. This is to ensure that the power-base of any candidate for office is somewhat insulated from the fickle nature of popular opinion.

Social Climate

Citizens of the Concordat are, for the most part, well-educated and benefit from the nation’s relative stability. Because the political system promotes equal representation, there is no corner of the Concordat where its citizens feel in the least bit marginalized. This is characterized by a fierce commitment to civic duty and reflected even more so in high levels of active enrollment in naval, army, and civil defense institutions. The constant threat of pirate attack has hardened the populace to the grim realities of war. However, there is much pride placed in the efficiency and effectiveness of the Concordat Navy. As a result, the nation and its people remain largely unaffected by the hostile area of space they reside in. Technologically speaking, the Concordat is well known for the high-quality of its civil and defense related technologies, particularly in the realm of avionics and sensors
