Since the Hegemony has been on an almost constant war footing since it's formation, Master-ship of a Greater House carries certain responsibilities. Each Master of the higher houses is also Keeper of what is known as a "Partition," or a good-sized portion of either the Black or Gold fleets. (The full title of one of these keepers, assuming them to be of one of the highest ranking positions, would be something like, "Peirce, son of Jin, Master of the House of Siwojen, Third of the Greater Houses, Keeper of the Second Partition of the Gold Fleet, Member of the Hegemon's Security Council".) As a Keeper of a Partition a Master is required to provide the resources for the upkeep and maintenance of that Partition. Additionally, their family is expected to participate and act as members of that Fleet Partition. Through this system, rank and position within the fleet is determined.

The fleet itself is divided into two sections, known as The Great Black Space Fleet (BSF) and The Great Gold Space Fleet (GSF).The GSF is a smaller but more elite fleet, used for major offensives and it leads the troops. The BSF follows the GSF and is responsible for small offensives, cleaning up areas, and defensive maneuvers. The two SFs are responsible for gathering their own intelligence. Between the two Great Space Fleets, the responsibilities held are, to keep the empire secure and ensure its victory in times of aggression.
